The current name of the department received in 2008 after the reorganization that occurred during the division and transformation of the department “Psychological, social and humanities disciplines” and “Theory and methods of physical culture and sports” to strengthen the block of theoretical and psychological and pedagogical disciplines. The department started its pedagogical and research activities from the moment of the formation of the Kazakh State Institute of Physical Culture. Its history is inextricably linked with the life of the first sports University of our Republic. Over the past period, the names of the department changed, the number of subjects taught increased and decreased, there was a constant rotation and renewal of professorial and teaching staff, but its core remained practically unchanged – the subject “Theory and methods of physical education (now physical culture) and sports”.The central place in the activity of the department is occupied by educational work, where the main focus is the development and improvement of the teaching methods of the main disciplines “Theories and methods of physical culture” and “Theories of sports”.

Methodical conference of the Department of Theory of Physical Education

In connection with the rapid progress of sports and increasing its social role in society was also the development of the Department. The following disciplines were added and became independent: “History of Physical Culture”, “Management of Physical Culture and Sports”, “Sports Facilities”, “Sport metrology”, “Fundamentals of Youth Sports”, “Legal Basics of Sport”, “Olympic Education”, “Basics of mass sports and recreation work”, acquiring in some cases, even the status of the department with the appropriate name. So in the early 70s, the Department of the History of Physical Culture, the Department of Management of Physical Culture, the department of Sport Facilities and Sports Metrology became independent structural subdivisions.The transition of Kazakhstan society to the market economy, and the education system of the Republic of Kazakhstan to the credit technology of education led the Academy of Sport and Tourism to the need to optimize the training of physical culture and sports personnel. In this regard, many departments were reorganized or merged. The department is a general academic and carries out the teaching of 19 disciplines, both basic and elective in all faculties. For the first stage “ Bachelor ”, the following subjects are taught in the state and Russian languages: “Theory and Methods of Physical Culture”, which includes two large courses – “General and age basics of physical education”,  “Sports theory”, and also “Basics of children youth sports”, “History of physical culture”, “Sportmetrology”, “Sports facilities and simulators”, “Management of physical culture”,  Pedagogy of Physical Culture and Sport ”,“ Psychology of Physical Culture and Sport ”,“ Psychology of Tourist Activity ”, “ Psychology of Social and Cultural Service”.

Scientific publications of the department in the journal Theory and Methods of Physical Culture

 

The master’s courses read “Pedagogy of higher school”, “Psychology of higher school”, “Methods of teaching in higher school”, “Innovative technologies in the field of physical culture”, “Psychological control in physical culture and sports”, “Scientific and practical bases of FC in high school”. In addition, the department develops the methodological foundations of teaching and coaching practice, determines the practical content of these practices and implements control functions for their implementation.The priority activity of the department is research activities, covering the widest range of theoretical, methodological and methodological problems of training athletes and educational plans and programs.In the 60-80 years. the last century, the leading scientists of the department took an active part in the development of theoretical, methodological and psychological-pedagogical foundations for the development and improvement of sports training and the preparation of athletes for competitions (USSR Championships, Games of the Peoples of the USSR, World Championships and Europe, the Summer and Winter Olympics).  These developments have found their concrete embodiment in various publications, including textbooks, study guides, recommendations and guidelines, scientific articles and abstracts. In the subsequent period and up to the present, the research of the department is aimed at further improving the theory and methodology of sports training. During the existence of the USSR, such scientific work was carried out as part of a long-term All-Union research program, and the department was responsible for carrying out a specific direction of this program. According to the results of the work done annually the faculty of the department prepared scientific reports.This fully applies to the psychological provision of training in sports. In particular, sports psychologists are directly involved in the psychological support of training athletes in various sports.

During the activity of the department, its teachers prepared and published 14 collections of scientific works. The chief editors of these collections were G. G. Natalov, B.K. Karazhanov, V.I. Knorr, V.F. Sopov, In addition, many teachers were members of the editorial boards of other scientific collections produced under the auspices of the academy (institute). From 2003 to the present, Professor S.I. Khaustov is the deputy editor-in-chief of the scientific-theoretical journal of the Academy “Theory and Methods of Physical Culture.” Professorial and teaching staff of the department published more than 3000 publications, including textbooks, teaching aids, guidelines and instructions in various disciplines and received more than 530 copyright certificates for the development of simulators, training devices, sports equipment and equipment.One of the most important aspects of the department’s activity is the conduct of subject Olympiads on Theory and Methods of Physical Culture and Sports. The beginning was laid back in Soviet times. In accordance with the regulations and schedule of the USSR Ministry of Education, the department conducted All-Union Olympiads for 5 years.  In connection with the collapse of the Soviet Union, they no longer conduct. However, since 2008 the Ministry of Education and Science of our Republic has resumed the holding of student Olympiads, as one of the most necessary parts of the educational process. And now, over the past 5 years, the Academy team has become the winner of the Republican Olympiad.

The teachers of the department defended 11 doctoral and 26 master’s theses. After the opening of the postgraduate and dissertation council at the department performed research activities 79 applicants, of which 34 defended themselves, receiving the desired degree.The main protagonist of the department, which determines the effectiveness of its activities, is the head. Over the entire period of the department’s functioning, including after its optimization, when four other departments joined it, scientists became famous in the field of physical culture and sports as its heads. Under his leadership, 3 PhD and 8 master’s theses have been defended. Currently I.F. Andrushchishin carries out scientific leadership of three PhD students. He published 182 scientific and educational works. Including in 1999 with the participation of K.V. Ilyuschenko wrote the first Kazakhstan textbook on the specialization “Volleyball”. Gd Alimzhanova is one of the founders of the concept of valeological education in the field of physical culture and sports in our Republic. The first of the Kazakh teachers developed a theoretical concept for the formation of healthy lifestyle for schoolchildren. She took the most active part in the creation and organization of the first in Kazakhstan faculty of valeology. She has developed more than a dozen of model and curricula in the disciplines of the faculty of valeology and prepared a doctoral dissertation on the pedagogical foundations of valeology. She developed and filled with content new academic disciplines: History of Health Science, Health Pedagogy, Age and Social Pedagogy for Valeological Students, Methods of Teaching Valeology, School Valeology, Psychological and Pedagogical Content and Support of Students Valeological Practice. Head of the Department of Pedagogy and Psychology in the 60s, Doctor of Psychology. In our Republic B.M. Khamzin is one of the pioneers in the study of various psychological issues of sports activities. The development and functioning of the Department over time is undergoing permanent changes. Part of the PTS leaves the department due to various circumstances, and the other part is quite stable and forms the so-called backbone of the department, which carries out the educational process and conducts research at a high scientific and methodological level.Since 2008, the department was headed by doctor of pedagogical sciences, professor Andrushchishin I.F. The scientific studies of which are aimed at solving the psychological and pedagogical problems of training athletes. Under his leadership, a pleiad of highly qualified specialists was raised, namely, 4 PhD. theses, 5 dissertations for the degree of PhD, more than 30 master’s theses and more than 50 theses were defended.In 2017, in connection with the transfer of I.F. Andrushchyshina as a vice-rector for scientific work, the management of the department passed to the candidate of psychological sciences Berekbusunova Gulzhan Maulsharifkyzy. To date, the department carries out the educational process in 18 bachelor’s, master’s and PhD disciplines. In addition, the department provides training for specialists in two educational trajectories: “Physical culture and sports psychology” and “Physical culture and sports management”. Currently, the teaching staff of the department includes: 4 doctors of Sciences, 4 professors, 3 PhD doctors, 8 candidates of Sciences, 15 masters.

At the moment, 4 PhD students are studying at the department. The priority area of the department’s activity is research activities covering the widest range of theoretical, methodological and methodological problems of training athletes, educational plans and programs.

The scientific life of the department is devoted to the problems facing the Academy and all Kazakhstani sports. In this regard, to increase the effectiveness of research work within the department and the Academy, the scientific school of Academician I.F. Andrushchishin was established, which includes leading scientists of the academy and the department. The school conducts research on a wide range of scientific problems related to the theory and methodology of sports training and psychological support in sports.

Under the guidance of the teachers of the department (Andrushchishina I.F., Khaustova S.I., Khalitova I.R.), 35 candidate’s and 6 doctoral dissertations were defended. Under the guidance of Professor S.I. Khaustov, Olympic boxing champion Ermakhan Ibraimov defended his PhD thesis, and four-time World Champion, two-time Olympic weightlifting champion Ilya Ilyin defended his doctoral (PhD) thesis. Under the guidance of I.F. Andrushchishin, silver medalist of the 2008 Olympic Games in Beijing Askhat Zhitkeev defended his PhD thesis. 

For a long time there was a scientific student circle at the department, headed by senior lecturer A.G. Natalov. In 2018, it was transformed into the scientific student club “Zhas Kanat”, in order to further improve the quality of scientific work of not only students, but also undergraduates in the field of physical culture and sports development. The club was headed by M.B. Nurmukhambetova, a teacher of psychology.

As before, the most important part of working with students is the holding of the Republican subject Olympiad in the discipline “Theory and methodology of physical culture”. For eight years in a row, the academy’s team took the first place in it. The team is trained by the leading teachers of TOFKiS: Professor S.I. Khaustov, PhD doctor A.B. Doshybekov and other teachers. Currently, due to the change in the rules of the Olympiad, when the university in first place participates out of competition, the winners, along with the academy, twice became the team of Karaganda University.  

Professors of the department carry out extensive social and scientific activities: Andrushchishin I.F. is a full member of the Russian Academy of Natural Sciences; Khaustov S.I. is a full member of the International Academy of Informatization.

The teaching staff of the department participates in the publication of the KazAST journal “Theory and Methodology of Physical Culture”, which is included in the list recommended by the KKSON of the Ministry of Education and Science of the Republic of Kazakhstan: Khaustov S.I. – Deputy editor–in-chief of the journal; Andrushchishin I.F. and Kulbaev A.T. – members of the editorial board of the journal. I.F. Andrushchishin is also a member of the editorial board of three foreign scientific journals.

Since 2018, the department has been heading the editorial office of the scientific and theoretical journal for young scientists “Research of young scientists: physical culture, sports, tourism”, the editor-in–chief is Doshybekov A.B., Deputy. The editor–in-chief is Mukhambet Zh.

The President of the Association of Sports Psychologists of the Republic of Kazakhstan is Andrushchishin I.F., the members of the Association are teachers of the department: Belegova A.A., Nurmukhambetova M.B., Tokareva S.V.

From 2021 to the present, the Department of Theoretical Foundations of Physical Culture and Sports is headed by PhD Doctor Belegova Aliya Akanbaevna.
