Yeskaliyev Mukhtar

Candidate of Pedagogical Sciences, Associate Professor, Vice-Rector for Sports and Socio-Cultural Development of the Kazakh Academy of Sports and Tourism.

He graduated with honors in 1994 from the Kazakh Institute of Physical Culture, obtaining the qualification of Physical Education Teacher and Coach. After graduation, he was appointed as a trainee lecturer at the Department of Basketball and Handball of the Kazakh Institute of Physical Culture and subsequently progressed through the positions of lecturer at the Department of Sports Games, Head of the Departments of Football and Hockey, Sports Games, Vice-Rector for Educational and Sports Affairs, and First Vice-Rector – Head of the Administrative Office. Currently, he serves as Vice-Rector for Sports and Socio-Cultural Development at the Kazakh Academy of Sports and Tourism.

He is the author of over 35 scientific publications, three methodological manuals, and one monograph.

Under his leadership, the “Comprehensive Plan for the Development of Student Sports in the Republic of Kazakhstan” was developed (2022).

He was the organizer of the Student Sports League (2022, 2024), the Republican Student Universiade (2023, 2025), and the II Turkic Universiade, held in 2023 in the city of Turkestan.

He was awarded the Silver Medal named after Akhmet Baitursynov by the Association of Universities of the Republic of Kazakhstan for achievements in educational, scientific, and academic activities (2017); the “Altyn Qyran” Medal (2018), awarded by the International Kazakh Creative Association “Beibitshilik Alemi”, for his contribution to the field of sports, improvement of social welfare, positive solutions to social problems, honor, dignity, and organizational abilities.

He was also awarded the Breast Badge of the Ministry of Culture and Sports of the Republic of Kazakhstan “For Contribution to the Development of Physical Culture and Sports” (2019); the Breast Badge of the Ministry of Tourism and Sports of the Republic of Kazakhstan “Honored Sports Worker” (2024); the Breast Badge of the Ministry of Education and Science of the Republic of Kazakhstan “Honorary Worker of Education of the Republic of Kazakhstan” (2020); the Breast Badge of the Ministry of Science and Higher Education of the Republic of Kazakhstan “Akhmet Baitursynov” (2024); and the Letter of Appreciation from the President of the Republic of Kazakhstan, K.-Zh. Tokayev (2022).
